Section 56 of the Rights of Persons with Disabilities Act, 2016 states that the Central Government shall notify the guidelines for the purpose of assessing the extent of specified disabilities in a person. Accordingly, by the notification dated 4th January, 2018, the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, notified the guidelines for the assessment of specified disability. Rule 18 of the Rights of Persons with Disabilities Rules, 2017, requires that when an application for a disability certificate is made, the medical authority competent to issue the certificate shall assess the disability in terms of these guidelines.
