UPSC admits non-compliance with disability reservation, withdraws advertisement

In response to a petition by the Disability Law Initiative in the Delhi High Court on behalf of Munnu Lal Mishra, a blind person, the Union Public Service on 29th April 2015 issued a notification in major newspapers in India withdrawing the advertisement for 20 vacancies in the post of Education Officer / Assistant Director of Education in the Delhi Government. DLI’s petition had  stated that the UPSC and Delhi Government were required by law to make one vacancy reserved for visually impaired persons which they had not done. In the absence of such reservation it would be difficult for blind persons to secure Government employment as provided by law. The UPSC notification dated 29th April noted that the Delhi Government had revised the requisition in the matter of reservation of posts/vacancies for persons with disability, and consequently the faulty advertisement was being withdrawn. However, the notification did not clarify if / when a corrected advertisement making the required reservation for visually impaired persons would be issued.
